RWANDA: ‘Public fund’ to benefit only police

NAIROBI, 11 décembre 2000 (IRIN) - The newly instituted national police will be the sole beneficiary of slightly over US $2.5 million mobilised nationally for security purposes. The disbursement of the funds, considered controversial by some of the Rwandan media, was not so at all because the funds were collected voluntarily from the populace for the expressed purpose of improving security, government sources in Kigali told IRIN. Finance and Economic Planning Minister Donald Kaberuka told parliament on Friday that the government had proposed that the funding go directly “into safeguarding the security of all people in Rwanda through allocating it to the national police”. This fund was “entirely initiated by parliament and voluntarily implemented by all people in Rwanda, it is only fair that it is ploughed back through the national police,” Rwanda News Agency (RNA) reported.
